OS is not important. XP keeps getting mentioned as older PCs have serial ports, so tend to run XP.
The ECU software will run on anything from XP to W10.
As you just want to communicate with the ECU, any PC should be fine, as long as the USB drivers are set up correctly.

That's about 4-5x the price of similar on ebay.
IMO, speak to Alex and buy the one they sell, which is proven to work.
I have used the cheap ones before....but they are hit or miss. Some work, some dont and there's little rhyme or reason as to why.
