Hi
Should my computer be able to see the ecu is its not wired up -ie only connected via the computer cable?

The ecu must be powered up before you can communicate with it.

My laptop really bad so I would like to connect to my pc
Can I run the ecu with just 12vdc power (terminal 25) and terminals 12,13 to battery neg?

Yes, I always test faulty ECUs like that.

ok got it powered up last night.
checked the comms lead
wire side of plug
top of dta 15 pin plug 1-2-3-4-5 have continuity to top 5 pins on the computer nine pin end (blue,green,yellow,red,white)
2nd row of pins 1 (sheild (button) has soldered link to both pins 2 +3, terminal 3 white wire linked to
3rd row pin 5 , 3rd pin is light blue goes to button
got port error
checked serial connector was com 6 -changed to com 1 (which it said was busy) but it let me change it anyway.
Now it try's to connect to dta win but fails and says can't connect ecu not connected or switch off.
Had a quick look at ecu and no obvious damage to any components.

Result -managed to get it to connect
Deleted a load of old programs off the laptop tried a differant usb to 9pin adaptor and and now it connects ok
Will try it o the car later in the week just need a base map now for rover 220 turbo with distributor to try as not sure what maps on there at the moment..
